What is an Agreed Syllabus Conference?
An Agreed Syllabus Conference (ASC) is a statutory body convened to produce an Agreed Syllabus for Religious Education (RE). It is legally distinct from a SACRE.
Statutory Requirements
Every Local Authority (LA) must establish and support an ASC, which must:
- Produce and recommend an agreed syllabus for RE
- Meet in public
- Unanimously recommend a syllabus for adoption
- Include at least one member from each constituent committee on any sub‑committee
Additional Notes
- ASC has the same group structure as SACRE, but these are called committees
- Members may or may not be the same as SACRE members
- No provision for co‑opted members
- Chair may be appointed by the LA or chosen by the ASC
- Must specify what will be taught, but cannot mandate curriculum time (may offer estimates)
- LA must fund and support the ASC
Preparation for an ASC
Preparation may include:
- Conversations/surveys with schools about current RE provision
- Reviewing the existing Agreed Syllabus (AS) and deciding whether to retain, update, refresh, or rewrite
- Planning with the LA (timeline: 2 terms to 18 months)
- Create a costed document to secure LA funding
- Produce a projected timeline including legal, equalities, design, communications, and council adoption processes
- Allow time for the RE Adviser to explore national developments
- Plan how to launch the revised/new syllabus
Requesting ASC Membership
SACRE asks the LA to convene an ASC and writes to nominating bodies to confirm representatives.

- What should pupils learn at each key stage?

Agreeing the Syllabus
Once review work is complete:
- The ASC agrees the final syllabus and supporting documentation
- The LA takes it through its adoption process (Cabinet or Full Council)
- The syllabus becomes the legal RE document for all schools
- The LA must make it publicly available
Launching the Agreed Syllabus
SACRE may plan a formal launch involving:
- Councillors
- Faith leaders
- School representatives
- SACRE members
- A keynote speaker
- Local press coverage
Training for teachers and faith/belief leaders supports implementation.
Ongoing Review

- Making adjustments or securing funding for further development
